France is centrally organized country since the times of Napolean. They could take advantage of this and move patients from hot spots to the less impacted parts. They commandeered the SNCF, the French railway company to convert trains to hospital trains.

Their response the unemployment crisis is stronger as unemployment benefits are managed at the central level. They could enact country wide shelter in place laws

The downside of centralization is that one bad central decision impacts the whole country — for e.g. France does not have a stockpile of masks as the central government in the past deemed it unnecessary.
